This bill amends the state finance law to enhance transparency and protect state interests in contract negotiations. First, it requires each state department with a public website to post and maintain a webpage listing the names of individuals authorized to execute contracts on behalf of that department, providing clear public notice about who can sign official agreements. Second, the bill invalidates certain unfavorable contract terms, including provisions that: require the state to indemnify or hold another party harmless without legal authorization; allow contractors to unilaterally change contract terms without state consent; limit a contractor's liability for bodily injury, death, or property damage caused by their negligence; and designate laws from jurisdictions other than New York as governing the contract (with limited exceptions for contracts with other states or the federal government). These provisions aim to increase governmental accountability, protect state financial interests, and ensure more equitable contract terms. The act is set to take effect immediately upon passage.
