This bill amends Pennsylvania's education laws to require institutions of higher education to include critical mental health and crisis intervention contact information on student identification cards. Specifically, physical student ID cards must prominently display the 988 Suicide and Crisis Lifeline number and may optionally include additional helpful contact information such as national hotlines (sexual assault, domestic violence, crisis text line, veterans crisis line), campus or local police department contacts, campus or local health clinic information, and suicide prevention hotline numbers. Digital student identification cards must similarly include the 988 lifeline number. Institutions are required to conduct annual reviews of these contact details to ensure accuracy, update information within 30 days of any changes, and if the 988 lifeline is discontinued or changed, replace it with the new contact information. For schools that do not issue physical or digital ID cards, they must still distribute this critical suicide prevention and crisis intervention information to students. The bill aims to improve student access to mental health resources by making support contact information easily and universally available. The legislation will take effect 60 days after its enactment.
