This bill establishes a law enforcement grant program designed to help recruit and retain law enforcement officers by providing financial assistance for tuition and fees at public postsecondary educational institutions in Minnesota. Eligible individuals include current peace officers employed by Minnesota law enforcement agencies, as well as dependent children of peace officers who are either currently employed or have suffered a total and permanent duty disability. To qualify, applicants must be Minnesota resident students, have completed a high school diploma or equivalent, enrolled at least part-time in an undergraduate program, and meet various financial and academic requirements. The grant will cover 100% of tuition and fees after other gift aid is deducted, with scholarships awarded for one semester at a time and renewable if eligibility criteria continue to be met. The program allows for additional grant eligibility in cases of active military service, serious health conditions, or caregiving responsibilities. The Office of Higher Education will administer the program, determine application procedures, and promote the grants in collaboration with the Board of Peace Officer Standards and Training. The bill also includes an appropriation of an unspecified amount from the general fund for fiscal years 2026 and 2027 to support these law enforcement grants.
