AI Summary
This bill proposes several significant changes to juvenile justice laws in North Carolina, focusing on extending probation and post-release supervision terms for youth convicted of serious offenses, clarifying victim notification rights, modifying secure custody criteria, and changing the placement of juveniles under 18 who are sentenced to imprisonment. Key provisions include extending probation and post-release supervision up to three years for youth adjudicated of Class A, B1, or B2 felonies, requiring victim notification during probation termination hearings, authorizing secure custody orders for violations of domestic violence protective orders, and mandating that juveniles under 18 be committed to the Division of Prisons rather than juvenile detention facilities when sentenced to imprisonment. The bill also creates a new criminal offense for escaping from juvenile justice facilities, clarifies the process for determining a juvenile's capacity to proceed in court, and streamlines procedures for removing cases from superior court to juvenile court. These changes aim to enhance public safety, provide clearer legal processes, and ensure appropriate supervision and rehabilitation for juvenile offenders. The bill is set to take effect on December 1, 2025, for most provisions, with some sections becoming effective immediately upon becoming law.
