This bill expands the role of pharmacists in North Carolina by allowing them to perform CLIA-waived tests (simple, FDA-approved laboratory tests that can be conducted in non-laboratory settings) and provide limited medical treatment. Specifically, pharmacists can now order and perform these tests to assist with clinical decision-making and treat certain health conditions like influenza, COVID-19, and strep throat, following statewide protocols developed by the State Health Director in consultation with the Pharmacy and Medical Boards. The bill also ensures that health insurance plans must cover healthcare services performed by pharmacists if those services would be covered when performed by other healthcare providers, and it prevents insurers from penalizing patients for receiving such services. Additionally, the bill mandates that insurers accept credentialing for pharmacists employed by or contracted with healthcare facilities and applies these requirements to third-party administrators and pharmacy benefits managers. Pharmacists are prohibited from treating conditions with controlled substances (Schedules I-IV), and the provisions will become effective on October 1, 2025, with the aim of improving access to healthcare services and leveraging pharmacists' clinical expertise.
