This bill establishes a framework for creating Local Adult Protection Multidisciplinary Teams (MDTs) in North Carolina counties to prevent abuse, neglect, and exploitation of disabled and older adults. The bill allows each county to create either a single-county or multicounty Case Review Multidisciplinary Team composed of mandatory members from various agencies, including social services, law enforcement, mental health, public health, victim advocacy, and other relevant organizations. The teams will have the power to review selected active cases involving disabled or older adults receiving adult protective services, share confidential information among team members, and submit annual recommendations to county commissioners about systemic problems in service delivery. The teams must meet at least four times per year and will operate under strict confidentiality guidelines, with team members required to sign confidentiality statements. The Department of Health and Human Services will develop training materials for team members, and the bill emphasizes protecting the identities of individuals who report suspected abuse while allowing information sharing to coordinate services and protect vulnerable adults. The legislation aims to create a collaborative approach to identifying, addressing, and preventing abuse of disabled and older adults by bringing together professionals from different disciplines. The bill will become effective on October 1, 2025.
