Specifically, each entity must compile a comprehensive list of all expenses over $1.00 for purchases of tangible personal property, real property, and services, including a total monthly spending amount. These reports must be submitted to a designated authority (such as the Department of Administration or Legislative Services Officer) within the prescribed form, who will then publish the reports on their respective websites within 10 days of receipt. The reports must be presented in a publicly accessible format to allow citizens to better understand how state revenue is being spent. Importantly, the bill includes a safeguard that prevents the disclosure of any confidential or legally protected records. The bill will become effective on July 1, 2025, with the first publications required on October 1, 2025, covering expenditures from the 2025-2026 fiscal year onwards.
