This bill creates the Railroad Avenue Historic Cultural Economic District within the city of Jeanerette, Louisiana, as a political subdivision with specific goals of promoting economic development, cultural preservation, employment opportunities, and infrastructure improvement. The district will be governed by a seven-member board of commissioners appointed by various local entities, including the Jeanerette Chamber of Commerce, city and parish government representatives, state legislators, and the Small Town Arts and Festival Foundation. Board members will serve staggered three-year terms and receive no compensation but may be reimbursed for expenses. The district is empowered to levy up to a 1% sales and use tax (subject to voter approval), enter into contracts, acquire property, host cultural events, and implement tax increment financing. The district can issue revenue bonds and use tax increments from local governmental subdivisions with consent. Board members will be responsible for adopting bylaws, holding regular meetings, and maintaining district records. The district will automatically dissolve one year after all of its financial obligations are fully paid.
