This bill makes two key changes to North Carolina law regarding school bus safety cameras. First, it establishes that recorded images from school bus safety cameras showing a stopped bus with mechanical stop signals or flashing red lights will be considered prima facie evidence (legally presumed to be true unless proven otherwise) that the bus was stopped to receive or discharge passengers and was properly equipped and marked. Second, the bill extends the maximum contract length for private vendors providing automated school bus safety camera services from three to five years, allowing local school boards to enter into longer initial contracts and renewal terms. Specifically, school boards can now sign initial contracts up to five years long with an option to renew for one additional term of up to five years, compared to the previous three-year limit. The first provision will take effect on December 1, 2025, and apply to offenses committed on or after that date, while the contract length provision will become effective on July 1, 2025, and apply to contracts issued, renewed, or amended after that date.
