AI Summary

This bill authorizes the African American Heritage Commission (AAHC) to conduct a comprehensive study on establishing monuments that commemorate North Carolina's civil rights movement and its significant contributors. The commission is required to hold public hearings to gather citizen input and must submit a detailed report with findings and potential legislative recommendations to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources by May 1, 2026. Additionally, the bill appropriates $500,000 in nonrecurring funds for the 2025-2026 fiscal year to support the AAHC's ongoing work of placing markers, signage, and memorials along North Carolina's Civil Rights Trail. The bill recognizes the state's important role in the civil rights movement, including hosting key events like the launch of the sit-in movement and the creation of the Student Nonviolent Coordinating Committee (SNCC), and aims to create lasting recognition of these historical contributions. The legislation will become effective on July 1, 2025, providing the commission with the necessary resources and authorization to study and potentially develop monuments honoring the state's civil rights legacy.
