AI Summary

This bill establishes comprehensive regulations for vapor products (electronic cigarettes and similar devices containing nicotine) in Nevada. The legislation requires manufacturers of vapor products to submit detailed certifications to the Attorney General, including information about their products' marketing authorization from the U.S. Food and Drug Administration. The Department of Taxation must create and maintain a public directory of approved vapor product manufacturers and their specific products. Starting January 1, 2027, only vapor products listed in this directory can be sold in Nevada, with significant penalties for non-compliance. The bill also prohibits the sale of "nicotine analogues" - substances with chemical structures similar to nicotine - and establishes an Account for Vapor Product Enforcement to fund regulatory efforts. Manufacturers must pay initial and annual fees, appoint a local agent for legal purposes, and provide ongoing updates about their products' status. Retailers and wholesalers face potential civil penalties, license suspensions, and product seizures for selling unauthorized vapor products. The legislation includes provisions for annual compliance checks, reporting requirements, and creates a framework to ensure that vapor products sold in Nevada meet federal regulatory standards and are tracked systematically.
