This bill provides $13,700,000 in state funding for the Redpath impoundment flood hazard mitigation project, sponsored by the Bois de Sioux Watershed District. The appropriation will support publicly owned capital improvements aimed at preventing or alleviating flood damage, with a specific focus on levee projects that, where practical, should meet the state standard of being three feet above the 100-year flood elevation. The commissioner of natural resources will determine project priorities based on need, and if a planned project is not ready to proceed or does not use its full allocation, the funds can be reallocated to other priority projects. For municipalities or townships where project costs exceed two percent of the median household income multiplied by the number of households, this appropriation will also cover the local project share. To finance this appropriation, the commissioner of management and budget will sell and issue state bonds up to $13,700,000, following established state bonding procedures outlined in Minnesota Statutes. The bill becomes effective immediately after final enactment.
