Specifically, the bill establishes a new system where floor area is measured differently based on the height of structural ceilings: areas with ceiling heights between 12 and 24 feet are counted twice, those between 24 and 36 feet are counted three times, areas between 36 and 48 feet are counted four times, and areas over 48 feet are counted five times. For ground floor areas, heights up to 20 feet are counted only once. The bill also specifies that mechanical equipment spaces exceeding 5% of total floor area will be counted in floor area calculations, and that open areas underneath buildings will be included in floor area measurements, with similar multiplying factors based on height. Additionally, the bill maintains existing exclusions from floor area calculations, such as cellar space, attic spaces with less than 8 feet of headroom, elevator and stair bulkheads, open terraces, balconies, and spaces used for vehicle parking.
