AI Summary

This bill aims to codify the reproductive rights protections originally established by the Supreme Court cases Roe v. Wade and Planned Parenthood v. Casey into North Carolina state law. The bill creates a new legal article that prevents the state from imposing "undue burdens" on a person's ability to choose to terminate a pregnancy before fetal viability, which means before the point at which a fetus can survive outside the womb. After fetal viability, the state may restrict abortion except when necessary to preserve the life or health of the person. The bill expands the definition of who can perform abortion procedures, extending limited legal immunity to physician assistants, nurse practitioners, and certified nurse midwives in addition to physicians. It also removes previous restrictions on abortion coverage in state health plans, county and city employee insurance, and eliminates several existing laws that limited abortion access. The bill broadens the legal definition of abortion and removes previous statutory language that restricted reproductive healthcare options. By creating this new legal framework, the bill seeks to protect reproductive healthcare access and ensure that individuals can make their own healthcare decisions in consultation with medical professionals, without unnecessary government interference.
