This bill requires certain health-related agencies and licensing boards in Nevada to establish a priority review process for initial licensure applications from healthcare professionals who plan to work primarily in "historically underserved communities." A historically underserved community is defined as a census tract designated by the Department of Housing and Urban Development, a tract where at least 20% of households are not proficient in English, or qualified tribal lands. The bill applies to district boards of health, the State Board of Health, and professional licensing boards for medical, dental, and nursing professions. Applicants can demonstrate their intent to work in such a community by submitting a letter from an employer located in a historically underserved community, which confirms their job offer and intended start date. The bill expands the definition of historically underserved communities in Section 5 to also include public schools with a high percentage of students eligible for free or reduced-price lunches or participating in universal meal services. The goal is to expedite licensure for healthcare professionals who commit to serving areas with limited access to healthcare services, potentially improving healthcare access in vulnerable communities. The provisions will become effective on January 1, 2026, after allowing time for agencies to develop the necessary regulations and processes.
