This bill requires electric public utilities to submit an annual report to the Board of Public Utilities (BPU) detailing their voting activities at PJM Interconnection, L.L.C. (PJM) meetings. The report, due by February 1st each year, must comprehensively list every recorded vote cast by the utility or its affiliates during the previous calendar year, including votes not typically disclosed by PJM. For each vote, the report must provide a brief description of the meeting's purpose, agenda, and the utility's role, as well as an explanation of how the vote aligns with state goals related to electricity affordability, reliability, sustainability, and compliance with existing environmental and energy laws. The bill defines key terms such as "recorded vote" to include votes by acclamation and "affiliate" as entities directly or indirectly controlling or controlled by the utility. The BPU is required to compile these individual utility reports into an annual summary report for the Governor and Legislature, and to develop necessary regulations to implement the reporting requirements. The act takes effect immediately upon passage.
