This joint resolution proposes a constitutional amendment that would require a two-thirds supermajority vote in both the Washington state House of Representatives and Senate to raise taxes. The proposed amendment defines "raises taxes" broadly as any legislative action that increases state tax revenue deposited in any fund, budget, or account, not just the general fund. If approved by voters at the next general election, the amendment would also allow tax increases to be referred to voters for their direct approval or rejection through a referendum process. The secretary of state would be responsible for publishing notice of the proposed constitutional amendment at least four times in the four weeks leading up to the election in every legal newspaper in the state, giving voters an opportunity to understand and consider the proposed change to the state constitution.
