This Constitutional Amendment, known as the California Water Resiliency Act, establishes a dedicated funding stream for water infrastructure by requiring the state Treasurer to annually transfer 1% of all state revenues from the General Fund, which is the state's main operating budget, to a newly created Water Conveyance and Capacity Infrastructure Fund. This fund will be continuously appropriated, meaning the money is automatically available without needing annual legislative approval, to the California Water Commission. The Commission will use these funds to cover its own costs for implementing the act and to provide grants for projects that repair, design, and construct water infrastructure. The goal of these projects is to maintain or increase the availability of clean, safe drinking water for homes and businesses, as well as water for agriculture, while respecting "area of origin water rights," which refers to the rights of communities where water originates to use that water. This amendment aims to address California's water supply challenges and prioritize water infrastructure alongside existing priorities like education and transportation.
