This bill addresses the transfer of funds from the Debt and Liability Free Account, which is a state financial account. Specifically, the bill requires the state treasurer to transfer all unobligated and unexpended funds from the Debt and Liability Free Account (established in statute 17-6-214) into the Coal Severance Tax Permanent Fund within 10 days after the act's effective date, in accordance with Article IX, section 5 of the Montana Constitution.
