Bill Summary
AN ACT to amend the navigation law, in relation to financial responsibility for the liability of a major facility or vessel
AI Summary
This bill requires the owner or operator of a vessel to provide the department with proof of financial responsibility sufficient to cover potential liabilities, and prohibits the operation of a vessel in the state until this proof is approved. It also introduces provisions for the expiration and renewal of such proof, requiring at least 30 days' notice before changes, expiration, or cancellation of insurance, bonds, or other financial responsibility documents, and mandates that the department issue a certificate upon approval. The bill also allows for the revocation of this proof if it was obtained fraudulently or if circumstances change in a way that would have warranted denial.
