This bill establishes the North Carolina Mental Health and Psychedelic Medicine Task Force, a comprehensive study group designed to explore the potential use of psychedelic medicines in addressing the state's mental health challenges. The Task Force will consist of 16 members, including state department secretaries, representatives from mental health organizations, Native American communities, domestic violence survivors, medical schools, legislative bodies, and potentially additional advocacy groups. The Task Force's primary objectives include assessing the potential therapeutic applications of psychedelic medicines, evaluating barriers to implementation and access, considering licensing and insurance requirements, and examining legal pathways for potential legalization. Members will be required to meet at least four times, participate in legislative hearings, and submit a final report with findings and proposed legislation to the General Assembly by December 1, 2026. Task Force members will receive standard per diem and travel allowances, and the Task Force will automatically terminate on December 31, 2026, or after filing its final report.
