AI Summary
This bill modifies the existing provisions of The Fiscal Code regarding the Agricultural College Land Scrip Fund's restricted account. Specifically, the bill clarifies that the money in this restricted account is appropriated on a continuing basis to the State Treasurer to fund agricultural research programs and agricultural extension services. The bill requires the State Treasurer to pay the money in the restricted account to the Commonwealth's land grant university on an equal monthly basis within ten days of an appropriation or transfer to the account during a fiscal year. Importantly, the bill stipulates that these payments cannot be prohibited, withheld, or delayed under any other law, and the State Treasurer must make these payments regardless of whether there is a general support appropriation for the land grant university in that fiscal year. The bill removes the word "hereby" from the original text and makes several technical modifications to ensure clear and consistent funding for agricultural research and extension services. The changes will take effect 60 days after the bill's enactment.
