AN ACT to amend the general business law, in relation to requiring appearance enhancement businesses to display a poster about sexual and domestic violence

This bill requires cosmetology and other appearance enhancement businesses to display a poster about sexual and domestic violence awareness. Specifically, the New York State Department of State, in collaboration with the Office for the Prevention of Domestic Violence and the Division of Human Rights, will create a multilingual poster containing information about recognizing signs of sexual and domestic violence and providing resources such as toll-free hotlines and victim services. The poster will be available in the top ten non-English languages spoken in the state and will be provided to businesses at no cost. Businesses can either use the state-created poster or create their own poster that meets minimum content and design standards approved by the department. Licensed appearance enhancement businesses must display the poster in a conspicuous location accessible to all customers, in a language of their choice. The bill will take effect 180 days after becoming law, allowing state agencies time to develop and distribute the posters.
