This bill establishes a Motorcycle Road Guard Certification Program in North Carolina that will allow individuals to legally direct traffic while escorting motorcycle groups. To obtain a motorcycle road guard certificate, applicants must be at least 18 years old, possess a valid driver's license with a motorcycle endorsement, and complete a certification course developed by the Division of Motor Vehicles (DMV). The certificate will be valid for two years and require a refresher course for renewal. Certified road guards can direct traffic on pre-approved routes, but must first obtain approval from the chief of police in each municipality or the sheriff in each county the route passes through. The DMV is authorized to charge fees for certification and renewal and will set safety and equipment standards for road guards. Additionally, the DMV can recognize courses consistent with their certification program and will maintain a list of approved courses. The bill will take effect on December 1, 2025, and the DMV is tasked with adopting rules to implement the program.
