AI Summary
This bill appropriates funds to address orphan roads in Mecklenburg County, North Carolina, specifically focusing on Grand Palisades Parkway. The legislation provides $5 million from the General Fund to Mecklenburg County for repairing and improving orphan roads (roads not currently maintained by the state) in non-municipal areas, with the goal of allowing the North Carolina Department of Transportation (NCDOT) to accept these roads into the state highway system. Additionally, the bill allocates $750,000 from the Highway Fund specifically for improvements to Grand Palisades Parkway, which serves multiple schools and could potentially serve as an emergency evacuation route for the Catawba Nuclear Station. The bill mandates that NCDOT make necessary improvements to Grand Palisades Parkway to meet minimum Board of Transportation standards for subdivision street acceptance, after which the road will be incorporated into the state highway system for maintenance. The appropriations and road improvements are set to take effect on July 1, 2025, providing a dedicated funding mechanism to address infrastructure needs in the county.
