This bill provides retroactive Tier IV membership in the New York State and Local Employees' Retirement System specifically for Karen Siegel, who was previously employed at High Tor State Park from June 28, 1992 through September 6, 1993. Currently a Tier VI member working for the South Orangetown Central School District, Siegel did not originally become a system member when initially eligible, through no fault of her own. The bill allows her to apply for Tier IV status within one year of the act's effective date, which would grant her retroactive membership to June 28, 1992, with all associated rights and benefits. The South Orangetown Central School District will bear all past service costs associated with this change, which are estimated at approximately $26,400 as a one-time payment, plus an anticipated increase of about $5,300 in annual contributions for the fiscal year ending March 31, 2026. Importantly, no member contributions will be refunded to Siegel, and the act is set to take effect immediately upon passage.
