AI Summary
This bill establishes comprehensive school safety transparency requirements for North Carolina public schools, focusing on mandatory parent notification of credible threats and creating accountability mechanisms. The legislation requires schools to immediately notify parents within one hour of a confirmed credible threat through at least two communication methods, with one being a phone call for high-level emergencies, and include details about the threat's nature and school's response. Schools must publish annual safety reports on their websites detailing the number of threats, lockdowns, security enhancements, and safety policies. If a school fails to notify parents, the State Board of Education can impose penalties including financial sanctions, mandatory training, or even potential administrative dismissal. The bill also reinstates the Task Force for Safer Schools, expanding its duties to include monitoring compliance with notification requirements, and establishes a School Safety Fund with $25 million in initial funding. The fund can be used for crisis services, student mental health support, and safety equipment purchases. School administrators who knowingly conceal credible threats could face misdemeanor charges, and the legislation is set to take effect for the 2025-2026 school year, aiming to improve school safety communication and preparedness.
