This bill appropriates $25 million in nonrecurring funds for each year of the 2025-2027 fiscal biennium to the North Carolina Department of Health and Human Services' Division of Child Development and Early Education (Division) to provide matching grants to counties and private employers for improving child care capacity across the state. The grants can be used for a variety of child care infrastructure and development purposes, including building construction, renovation, expansion costs, furniture and equipment purchases, and playground installation. To receive the state funds, counties or private employers must provide a 25% financial match and meet criteria established by the Division in accordance with federal guidelines. The grants are designed to be one-time awards, and recipients are allowed to use up to 9% of the state funds for administrative costs. The bill will take effect on July 1, 2025, and aims to support the expansion and improvement of child care facilities and services throughout North Carolina.
