This bill modifies the disciplinary authority and processes of the North Carolina Licensing Board for General Contractors by expanding and clarifying the grounds for disciplinary action against contractors and qualifying parties. The bill allows the Board to take action against licensees, qualifiers, or applicants who use fraud in obtaining a license, commit gross negligence or misconduct in contracting, or willfully violate Article provisions or Board rules. The Board can now refuse to issue or renew licenses, revoke or suspend licenses, issue reprimands, or take other disciplinary actions. Additionally, the bill removes a previous $5,000 cap on attorney's fees in injunctive relief cases and introduces a new requirement that examination applicants who have not paid court-ordered awards cannot take Board examinations.
