This bill requires health insurers in New York to provide comprehensive coverage for speech therapy specifically targeting stuttering. Under the proposed legislation, all medical, major medical, and similar comprehensive insurance policies must cover speech therapy for stuttering when referred by a physician, including both habilitative and rehabilitative treatments. The therapy must be performed by a healthcare professional licensed under title eight of the education law. Importantly, insurers cannot impose durational limits or maximum visit restrictions on these benefits. While insurers can still conduct medical management and utilize provider networks, they cannot deny coverage simply because the treatment is also being provided through an individualized family service plan or individualized education plan. The bill applies to various types of health insurance policies, including individual policies, group policies, and medical expense indemnity, hospital service, and health service corporations. The legislation will take effect on the first day of January following its enactment and will apply to new, renewed, modified, or amended policies from that date forward.
