This bill amends the general municipal law to establish a new fee schedule for ambulance services at licensed emergency departments. Under the new provisions, emergency departments will be required to pay fees to ambulance service providers under specific circumstances: first, no fee is charged if an ambulance patient is admitted and the ambulance is released within 30 minutes; second, after 30 minutes, fees will be imposed based on emergency services mobilization rates for each additional 30-minute increment. Additionally, if an ambulance is waiting more than one hour to admit a patient and cannot respond to other emergency calls, the emergency department must pay escalating fees: $1,000 for the first hour, with an additional $500 for each subsequent hour. The Department of Health will review and adjust this fee schedule every four years based on the consumer price index. Ambulance services will bill the emergency departments directly, and these departments must pay within 60 days, with a 3% monthly interest fee for late payments. The bill aims to incentivize more efficient patient processing and compensate ambulance services for extended wait times that prevent them from responding to other emergencies.
