This bill establishes new requirements for public works renovation and new construction contracts involving glazing work in areas outside of cities with populations over one million. Specifically, for contracts exceeding $1 million for renovations or $5 million for new construction, contractors must be certified by North American Contractor Certification (NACC) and meet gradually increasing workforce certification standards for Architectural Glass and Metal Technicians (AGMT). Starting July 2026, these contracts must have at least one AGMT-certified worker per company, with subsequent annual increases: by January 2027, each work crew must have one AGMT-certified worker on site; by January 2028, 25% of each crew must be AGMT-certified; and by January 2029, 50% of each crew must be AGMT-certified. The bill defines "glazing work" broadly to include activities like window replacement, curtain wall installation, glass partition work, handrail installation, storefront construction, and other architectural glass and metal installations. The provisions will take effect on July 1, 2025, giving contractors time to prepare for the new certification requirements.
