This bill amends New York's penal law to expand the definition of "curio or relic" ammunition feeding devices, specifically allowing certain antique rifles and their modern-day replicas to have tubular devices that can accept .44 caliber rimfire or .44-40 caliber ammunition. Currently, the law defines a "large capacity ammunition feeding device" as a magazine or similar device that can hold more than ten rounds, with some exceptions. The bill adds a new exception for tubular devices attached to rifles manufactured at least fifty years ago, or modern replicas of such rifles. To qualify, these devices must be: (1) designed to accept and operate only with specific caliber ammunition, (2) attached to an older or replica rifle, and (3) still subject to existing transfer regulations that include background checks. This change allows collectors and firearms enthusiasts more flexibility in possessing and transferring these historically significant or replica firearms while maintaining existing safety regulations around ammunition feeding devices.
