Bill Summary

AN ACT To amend Chapter 2 of Title 21 of the Official Code of Georgia Annotated, relating to elections and primaries generally, so as to expand provisions related to making certain registration information confidential; to provide for the VoteSafe program managed by the Secretary of State; to authorize persons that believe they are at risk of or threatened by physical harm or that are the victims of domestic violence, dating violence, sexual assault, stalking, or human trafficking to have the address of their voter registration made confidential; to provide procedures for application and renewal for such program; to provide definitions; to authorize rule making related to such program; to provide for training of local election officials and persons assisting applicants to such program; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill expands protections for voters who may be at risk of physical harm by establishing the VoteSafe program managed by the Secretary of State's office. The program allows registered voters who are victims of domestic violence, dating violence, sexual assault, stalking, or human trafficking to have their residential voting address kept confidential. Applicants must submit a detailed application including their legal name, date of birth, current residential address, contact information, and a letter from a victim service provider. Participants will receive an address confidentiality card with a unique identification number and a designated public address, and their certification will be valid for four years with the option to renew. The bill also requires the Secretary of State to develop training programs for application assistants and local election officials to help implement the VoteSafe program. Importantly, the program is designed to protect vulnerable individuals by keeping their actual residential address private and exempt from public records, while still allowing them to exercise their right to vote. Registered sex offenders are explicitly prohibited from participating in the program.
