This bill aims to promote solar energy development by prohibiting local governments from blocking the construction, installation, or operation of carport-mounted solar energy systems with a capacity of up to five megawatts in non-residential or mixed commercial-residential zoning districts. A carport-mounted solar energy system is defined as a solar energy system installed on a roof or structure used exclusively for vehicle parking. The bill's legislative intent is to encourage solar energy development, reduce electricity costs, increase employment and business opportunities, and support renewable energy. Importantly, in certified agricultural districts, the bill requires that any solar projects minimize agricultural impacts to the extent practicable.
