This bill establishes an Interagency Council on Service (ICS) with members from various federal agencies to promote and strengthen opportunities for military, national, and public service across the United States. The Council will be chaired annually by a Senate-confirmed presidential appointee and will meet at least quarterly to coordinate service recruitment strategies, develop joint awareness and marketing initiatives, and create a comprehensive Service Strategy report to be submitted to the President and Congress every four years. The bill also authorizes joint market research between the Department of Defense, Corporation for National and Community Service, and Peace Corps to improve recruitment efforts, and requires the Council to explore ways of enhancing connectivity for individuals interested in service opportunities. Additionally, the bill aims to improve employment assistance and transition support for military servicemembers and national service participants by mandating information sharing about service opportunities and requiring the Corporation for National and Community Service to provide details about military and public service options to its program participants. The legislation does not authorize additional funding and requires a Government Accountability Office (GAO) report within 30 months to assess the effectiveness of the Act's implementations.
