This bill, known as "Isabella's Law," requires all health insurance policies in New York State to provide coverage for medically necessary hearing aids for children under 16 years old. Specifically, the bill mandates that insurance policies must reimburse up to $1,000 for each hearing aid every two years, covering up to two hearing aids. If a child's hearing changes significantly within a two-year period and their existing hearing aid no longer corrects their hearing loss, additional reimbursement will be allowed. The definition of a "hearing aid" includes wearable instruments and their parts, but excludes batteries and cords. Services like recasing and acquiring new molds are also included in the coverage. Importantly, this coverage will be provided without deductibles, coinsurance, or copayments, and applies to various types of health insurance, including individual policies, group policies, and health service corporation contracts. The law also extends to medical assistance programs. The bill will take effect on July 1, 2025, and will apply to all policies issued, modified, or renewed on or after that date.
