AI Summary

This bill establishes a Collaborative Care Model and Primary Care Behavioral Health Model Implementation Program to improve mental health integration in primary care settings across Pennsylvania. The legislation creates a grant program administered by the Department of Human Services to support primary care physicians and practices in implementing two evidence-based behavioral health service delivery methods: the Collaborative Care Model and the Primary Care Behavioral Health Model. These models involve integrating mental health professionals like psychiatric consultants and care managers directly into primary care teams to provide more comprehensive and coordinated patient care. The bill divides the state into six regions and will provide grants to help primary care practices hire staff, establish relationships with behavioral health professionals, upgrade technology, and create patient registries. Priority will be given to rural areas and counties with higher-than-average suicide or overdose rates. Additionally, the bill establishes technical assistance centers in each region to provide support for implementing these models, including help with financial planning, staffing, training, technology integration, best practice sharing, and insurance billing. The goal is to improve access to behavioral health services, particularly in underserved areas, by making mental health care more accessible and integrated within primary care settings.
