This bill prohibits the manufacture, sale, transfer, use, or possession of "ghost guns" and "undetectable firearms" in North Carolina. A ghost gun is defined as a firearm without a unique serial number engraved in metal, excluding permanently inoperable firearms or those not requiring serial numbers under federal law. An undetectable firearm is one that cannot be detected by walk-through metal detectors commonly used in airports or public buildings, includes components that would not generate an accurate shape in security screening, or is manufactured entirely of plastic, fiberglass, or through 3D printing. The bill provides an exception for federally licensed firearm manufacturers (Federal Firearm License Type 07) under Alcohol, Tobacco, Firearms, and Explosives (ATF) regulations. Violation of this prohibition would be classified as a Class I felony. The law is set to become effective on December 1, 2025, and will apply to offenses committed on or after that date, giving manufacturers, sellers, and owners time to comply with the new restrictions.
