This bill authorizes local health departments to obtain and distribute two key medical items: predosed epinephrine (an emergency treatment for severe allergic reactions) and various vaccines. For epinephrine, the bill allows local health departments to possess and distribute single-use, FDA-approved epinephrine devices to locations within their community health services area, with the ability to administer these devices to individuals experiencing life-threatening allergic reactions. Similarly, for vaccines, local health departments can obtain and possess vaccines required for school enrollment, influenza vaccines, COVID-19 vaccines, and other vaccines they determine necessary. Nurses employed by or contracted with the local health department can administer these vaccines according to specific protocols. In both cases, when a community health board requests it, the state commissioner of health must provide a standing order for distribution and make available resources and training materials. The bill emphasizes that these actions do not constitute the practice of medicine and are designed to improve community health access and emergency preparedness.
