This bill modifies the Safe Schools Revenue program in Minnesota, expanding and increasing funding for school safety measures. For fiscal year 2025, a school district's safe schools revenue will equal its safe schools levy, and from fiscal year 2026 onward, it will be either $100,000 or $44 multiplied by pupil units. The bill introduces a new safe schools aid calculation and expands revenue provisions to include cooperative units (multi-district educational partnerships). Starting in fiscal year 2027, cooperative units will receive additional revenue of $18 per adjusted pupil unit, with a total annual levy of $4,354,000. The bill maintains the existing allowable uses of safe schools revenue, which include funding peace officers in schools, drug abuse prevention, security enhancements, mental health support, cybersecurity measures, and other safety-related expenses. Schools must first attempt to contract with local police or sheriff departments for services. The effective date for most provisions is fiscal year 2026, and the bill includes an appropriation mechanism for implementing the new safe schools aid program.
