This bill adjusts the tuition waiver provisions for high school completers at community and technical colleges, primarily expanding eligibility for students who are 19 or 20 years old seeking to finish their high school education. The bill removes language that previously referenced a specific student eligibility definition and modifies the age range for tuition waivers. Specifically, the legislation allows community and technical college governing boards to waive all or part of tuition and fees for 19 or 20-year-old students who are eligible for resident tuition rates and are enrolled in courses that will help them complete their high school diploma or certificate. The bill also maintains existing provisions for tuition waivers for children and surviving spouses of law enforcement officers, firefighters, and Washington state patrol officers who were killed or totally disabled in the line of duty. Additionally, the bill preserves the option to waive nonresident tuition fees for similar students seeking to complete their high school education and maintains the provision allowing up to 40 percent of students in the regional education program for deaf students to receive tuition waivers, subject to federal funding.
