This bill establishes a new Donate Life special license plate program in Minnesota, allowing vehicle owners of passenger automobiles, non-commercial one-ton pickup trucks, motorcycles, and recreational vehicles to obtain special license plates that support organ and tissue donation. To receive these plates, applicants must pay the standard special plate fee, registration tax, and contribute a minimum of $25 annually to the organ and tissue donation account. The license plates will feature a nationally standard organ, eye, and tissue donation logo with the inscription "Donate Life". Plate holders can transfer these special plates to another qualifying vehicle registered in their name for a $5 transfer fee. Contributions collected will be deposited into a special revenue fund and will first cover administrative costs, with remaining funds distributed to LifeSource, a nonprofit organization that supports organ, eye, and tissue donation activities such as maintaining donation registries, education, and outreach. The new license plate program will become effective on January 1, 2026.
