This bill seeks to establish a framework for potential federal waivers that would allow recipients of certain nutrition assistance programs (Supplemental Nutrition Assistance Program, or SNAP, and the Special Supplemental Nutrition Program for Women, Infants and Children, or WIC) to use their benefits to purchase diapers or menstrual hygiene products. If the U.S. Department of Agriculture's Food and Nutrition Service creates such a waiver, the Pennsylvania Department of Human Services (for SNAP) and the Department of Health (for WIC) may apply for and implement it. The bill requires the Legislative Budget and Finance Committee to conduct a comprehensive study on the costs of implementing these waivers within three years of approval, and to produce a report within two years of implementation. This report must be submitted to the Governor and the chairpersons and minority chairpersons of specific legislative committees in the Senate and House of Representatives. The legislation aims to provide additional flexibility for low-income individuals and families in accessing essential personal care items, recognizing the financial burden of purchasing diapers and menstrual products. The bill will take effect 60 days after its enactment.
