This bill aims to improve access to Clubhouse model psychosocial rehabilitation day programs for individuals with severe and persistent mental illness in North Carolina by directing the Department of Health and Human Services (DHHS) to develop a comprehensive statewide reimbursement plan. The plan must include incentives for Clubhouses to obtain Clubhouse International accreditation, ensure consistent reimbursement rates across local management entities/managed care organizations (LME/MCOs), provide education and training on the Clubhouse model, and create a new service definition. By June 1, 2026, DHHS must submit a detailed report to the legislative oversight committee outlining the proposed reimbursement methodology, implementation timeline, associated costs, and training details. Effective July 1, 2026, the bill appropriates $2.5 million in recurring funds to support Clubhouse programs, including current programs, service expansions, accreditation costs, and staff training. Additionally, the Department of Health Benefits is required to provide Medicaid coverage for these services to the extent permitted by law. The bill is intended to enhance mental health services and support for individuals with severe and persistent mental illness by promoting and expanding Clubhouse model programs.
