This bill amends the District of Columbia's alcohol licensing regulations to allow the Alcoholic Beverage and Cannabis Board (ABCA) to temporarily extend alcohol sales, service, and consumption hours for certain licensed establishments during specific types of events. Under the new provisions, on-premises retailers, manufacturers with on-site consumption permits, and temporary licensees can extend their hours until 4:00 a.m. and operate 24 hours a day for cultural events, sporting events, or tourism-related events, provided they meet specific requirements. To qualify, licensees must register with the Board, pay a $100 registration fee, and submit written notice at least 3 calendar days before the event. The Board must notify the Metropolitan Police Department 48 hours in advance and attempt to publish notice in the District of Columbia Register and on the ABCA website. The bill defines "cultural events" as gatherings highlighting cultural expressions, "sporting events" as professional or amateur competitions occurring annually or every 4 years, and "tourism-related events" as major festivals or conventions likely to attract visitors from beyond a 50-mile radius. Registration fees will be deposited into the Alcoholic Beverage and Cannabis Administration Fund. The emergency act will remain in effect for 90 days after mayoral approval.
