Under the bill, providers must create payment plans with a minimum one-year term, waive any associated fees or penalties, refrain from reporting tenants as delinquent to credit agencies, and ensure tenants do not lose lease rights by entering a payment plan. The plans must allow equal monthly installments, permit tenants to pay more than the scheduled amount, and prohibit mandatory lump-sum payments. Providers must approve payment plans for tenants who demonstrate COVID-19-related financial hardship and must offer application processes online or by telephone. Residential tenants whose payment plan applications are denied can file complaints with the Rent Administrator, while commercial tenants can file with the Department of Licensing and Consumer Protection.
