The legislation prevents residential foreclosures, property sales, and redemption right foreclosures for these homeowners until their DC HAF applications are resolved. The bill requires that all foreclosure notices sent between July 25, 2022, and September 30, 2022, must be delivered via postal and electronic mail, inform homeowners about the DC HAF program, and explain the potential for debt relief. After October 1, 2022, foreclosure notices must still include information about the DC HAF program and its ability to cure eligible housing debts. The Mayor is tasked with ensuring that homeowners receive documentation to prove their application status and with publishing sample foreclosure warning notices. The bill also mandates that the Mayor make every effort to process DC HAF payments quickly for qualified homeowners. The legislation will apply as of October 16, 2024, and will expire 225 days after taking effect, providing a temporary but crucial support mechanism for homeowners facing potential foreclosure during the ongoing economic challenges related to the COVID-19 pandemic.
