By determining these circumstances constitute an emergency, the Council can adopt the Foreclosure Moratorium and Homeowner Assistance Fund Coordination Emergency Act of 2025 after a single reading, with the resolution taking effect immediately to ensure vulnerable homeowners are not suddenly at risk of losing their homes due to administrative delays in processing their assistance applications.
