Bill Summary
AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, due to congressional review, the Residential Tranquility Act of 2010 to prohibit persons targeting a residence for purposes of a demonstration from using sound amplifying devices in a residential zone between 7:00 p.m. and 9:00 a.m., and to prohibit a person from launching or throwing a projectile onto the residential property of another with the intent to cause fear, intimidate, or retaliate against any person living or working at that residence; and to amend the National Capital Revitalization and Self-Government Improvement Act of 1997 to provide that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires.
AI Summary
This bill amends the Residential Tranquility Act of 2010 to enhance protections for residents by introducing two key provisions. First, the bill defines a "sound amplifying device" and prohibits using such devices to target a residence during nighttime hours (between 7:00 p.m. and 9:00 a.m.) in residential zones, making it illegal to use loudspeakers or other sound amplification equipment that could disturb residents. Second, the bill makes it unlawful to launch or throw projectiles onto another person's residential property with the intent to cause fear, intimidate, or retaliate against residents, with potential penalties including fines up to the amount set in the Criminal Fine Proportionality Amendment Act and/or up to 90 days of incarceration. Additionally, the bill modifies the National Capital Revitalization and Self-Government Improvement Act to specify that the term expiration date for appointments to the Corrections Information Council shall be December 7th of the year in which the term expires. The act is an emergency measure that will remain in effect for 90 days and requires approval by the Mayor of the District of Columbia.
